Clarify the required operating duty
Establish the steam demand and operating cases the project expects the package to serve. Ask how the proposal addresses normal operation and the other cases relevant to the facility. The review should make clear which requirements the vendor has accepted and which remain assumptions or exclusions.
Review the fuel and water basis
Check the fuel characteristics, feedwater requirements and condensate assumptions cited in the offer. Identify who is responsible for confirming these inputs and providing the treatment or auxiliary systems needed. Do not infer suitability from a headline boiler capacity alone.
Examine the complete package boundary
A consistent comparison requires visibility of both inclusions and exclusions. Clarify auxiliary systems and the connections to the rest of the facility before treating two offers as commercially equivalent.
- Feedwater, deaeration and associated auxiliary scope
- Fuel handling or supply interfaces appropriate to the design
- Blowdown and related disposal responsibilities
- Control, electrical and instrumentation interfaces
- Access, maintenance and site installation responsibilities
Understand the conditions of the performance undertaking
Identify the conditions under which a vendor’s performance statements apply and the evidence or test arrangements proposed to demonstrate them. Technical review and contractual review should be coordinated, while preserving the distinct responsibilities of engineers and legal advisers.
Record the decision-critical questions
Before acceptance, consolidate the open technical points, exclusions and owner-supplied systems in one review record. A focused advisory engagement can help frame these questions. Detailed design verification, statutory inspection and certification remain separate responsibilities.
